Summary The Evaluation Specialist will design, conduct and coordinate evaluation studies for PREL programs and external clients. The Specialist will interact frequently across PREL units and with clients and others. S/he will work as an individual specialist and in teams dependent on the project and will often be assigned to multiple projects simultaneously.
                                         

Pacific Resources for Education and Learning (PREL) is a nonprofit corporation providing educational research, development, training, and technical assistance services to the Pacific region of American Samoa, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia (Chuuk, Kosrae, Pohnpei, and Yap), Guam, Hawaii, the Republic of Palau, and the Republic of the Marshall Islands.                                                                       Job Duties
• Assist with the planning and designing of evaluation studies for PREL programs and for external agencies in collaboration with clients from multiple disciplines including education, business, health care, and government.

• Develop or identify instruments to measure program implementation and outcomes (e.g., survey questionnaires, interview, and focus group protocols).

• Work with teams in collecting and entering data (e.g., conduct interviews, send out instruments, conduct focus groups).

• Perform quantitative and qualitative data analysis, and interpret the meaning of findings.

• Research and write formative and summative evaluation reports for various audiences.

• Coordinate evaluation services for selected PREL programs and external clients.

• Write evaluation reports and other documents as deliverables and research needs dictate.

Other Duties/Functions
• Participate in proposal development teams (e.g., gather data to support proposal, review and write parts of proposals).

• Provide guidance and mentoring to assigned project staff (e.g., how to collect data, how to interact with clients, how programs work).

• Perform all other duties as assigned.
Job Conditions Working Conditions
• PREL’s contract environment requires the ability to effectively plan and meet short timelines and changing conditions. The position will reside in the Honolulu office. Travel is required approximately 10-12 weeks per year.

• Must have transportation and be willing to travel to client or research locations within Hawaii as needed.
Days/Hours of Work
• Office Hours: 8:30 a.m. to 5:00 p.m., Monday through Friday. Exempt employees are expected to work forty hours weekly, however, position may often require work beyond normal office hours.
Physical Demands
Occasionally requires lifting items up to 25 pounds for short distances.
Communication Demands
• Excellent oral and written English communication skills.

Qualifications Skills & Knowledge
• Skilled in database management using appropriate database software.

• Proven ability to conduct statistical analyses using SAS or SPSS.

• Ability to draft evaluation and technical reports for various audiences.

• Ability to work well under pressure with minimal supervision to meet deadlines.

Education
• Bachelor’s degree in education, social science, or a related field, including graduate courses in research and evaluation methodology, statistics, and assessment and measurement. Master’s degree preferred.
Experience
• Minimum four years experience in conducting formative, summative, quantitative, and qualitative program evaluations in various fields. Relevant Masters degree may be substituted for some portion of experience.

• Successful experience working effectively as a team member in a multi-task, collaborative environment.
Other
• Excellent oral and written English communication skills.

• Effective interpersonal skills, particularly working with diverse cultures in a multicultural setting.

• Ability to travel occasionally by air to remote areas of the Pacific for periods exceeding one week as needed.
Terms of Employment Employment is “at will” and can be terminated at any time, either by the employee or PREL, with or without cause or reason and with or without notice. Position is located in our Honolulu office and is available immediately.
